Recycling Economy: Legislative Support and Promotion

Oil shock in 1973 on Brazil and the subsequent R& D on ethanol shows that without the government push and the supportive measures of tax incentives and technical standards, recycling economy will not be easily promoted. Where the invisible hand no longer has effects, the visible hand should be extended and legislation should provide basic guidelines for economic performance. In 2006, in some parts of China ethanol is obligatory for gas stations by government decrees and this shows that the government should also be one of the guiders in promoting recycling economy. In international arena, EMC gets the promotion of IBRD or the World Bank, which shows that the international organizations are also strong promoters.

Recycling economy is featured with reduced use of materials and energy, recycling of materials and wastes, so there is a need for readjustment of traditional ways of production and technology. The development of recycling economy needs support of new technologies and innovations. Therefore the invention by private citizens and organizations and business has to be promoted and intellectual property rights strictly protected.

Recycling economy will not sustain without market demand and the participation of numbers of enterprises. At the same time, the industrial structure readjustment will take place with energy and resource efficiency. As a result, those participating in the recycling economy will profit from the market opportunities while those could not raise energy and resource efficiencies will be punished by market. As such market pressure will drive industrial restructuring process. From long term perspectives, recycling economy is a new threshold for business .
